One of the most important parts of the Star Trek film and series is the use of advanced technology and it is only natural for the Federation to have different scientific research laboratory. One of these laboratories is the Regula I which is used in the 23rd century in the orbit of planetoid Regula.
The space science laboratory was spearheaded by Dr. Carol Marcus during the 2280s which is the time frame for the development of the Project Genesis. Khan Noonian Singh raided the Regula I in 2285 using force and torturing and killing the staff of the laboratory on a quest to acquire the Genesis device. While he was doing these terrible things, the Marcuses and the Genesis research materials were transported out of the laboratory.
The USS Enterprise, led by Captain James T. Kirk also stopped by the research laboratory later on. He was the one to inform Dr. Carol Marcus that David Marcus was killed by the Klingons on the Genesis planet. It was then that the USS Excelsior came to take custody of Kirk and his crew.
On an alternate reality, the Regula I laboratory appeared to receive Starfleet personnel in 2258 including Cadet Fugeman after an emergency mobilization of the undergraduate cadets was inforced. Fugeman was then assigned to be on active service at the scientific laboratory. Some of the personnel assigned in this space lab include Yoshi, Jedda Adzhin-Dall, Vance Madison, and Delwin March.
